It occurred to me that gambling may be a component of all cultures, both primitive and present, like dancing, music and religion, and this seem to be confirmed by a Google search. There are numerous citations to gambling and primitive cultures. So fat chance in stopping something that appears to be a basic sociological need, way back there in our alligator brains.
