Perhaps the decision to not do the spin off has something to do with pulling back from this:

Note: "and will be president of QUALCOMM"

It may be that this is a means of delaying Dr Paul's presidency "of QUALCOMM" and permit him more time continuing as a "group president", alongside "group president" Don Schrock, while the reins remain in his father's hands.

This way Dr Paul and Don Schrock remain as "group presidents" and they and the rest of the leadership continues to report "directly" to Dr J.

Just speculation from afar.

Don't have a clue as to what is actually behind the non spin off.

Let's see how this goes over time.

(Clue may be when and if there is a "new" COO other than the current seemingly place holder increasing the duties of the CFO.)
