It seems to me that there may be some sub-licensing flexibilities in these deals. If not, these deals look rather stupid.

I completely agree with the latter, but I see no evidence of the former. I asked PALM IR and the response was the Palm itself would still have to be dealt with by any potential licensee.

If PALM "hopes" to "build its OS-licensee list" they could start by not rejecting potential licensees. Like Toshiba.
