Cheney made absolutely clear that we would see an easing in prices shortly after Memorial Day, even as this was going on. Care to back up your claim? My recollection is that Cheney described this as a long term problem, the solution to which was to build more refineries (tm "no new refineries have been built in 10 years) and was not conservation. He was ridiculed and chided for the latter comment as I am sure you recall.
