My take on the so-called Bush "amnesty for Mexicans" plan is that it is a deceitful ploy by the Bush administration. Two reasons:

(1) The Republican Party recognizes and is very concerned that its political base is shrinking. (What happened on Nov. 8 in New Mexico ... when the state bucked its more conservative neighbors of Arizona and Texas and voted for Gore ... will be repeated in future elections as those and other states become more Hispanic.) The Republicans have written off the African-American vote and thus, by necessity, can only expand by reaching out to the growing Hispanic population in America.

(2) An amnesty plan would ensure a steady supply of cheap labor for Big Business, especially Big Agri-Business.

This ploy by the Bush administration is anything but humanitarian.
