What you will get is what once was: the poor will be controlled by the State and the rich will fly to Europe and have their abortions.

If you start with the assumption that a fetus is just a blob of protoplasm with nor moral significance then the woman's rights in the case totally overwhelm whatever claim might be made for restricting abortion. If however you start with the assumption that the fetus is a human being then then control by the state to the extent of preventing the killing of this human being is justified. So the central question is the nature of the fetus. Different results for the poor and the rich is at most a peripheral issue. The rich are almost always better able to get away with things then the poor.
