Declining volume is a Bear Market characteristic

as investors become risk averse and stay on the sidelines voluntarily, OR are blow out of the game by loses and the psychological malaise that accompanies same.

In fact, anticipation of declining volume is one of the things that makes the brokerage stock early casualties in Bear Markets. Transactions are their bread and butter.
