gst, japan's crisis rocked hawaii tourism for a while. wrt to high tech, hawaii can attract certain niches. i can see a headquarters located there if an owner really likes hawaii. of course, regional offices w/b located on the mainland. freelance web designers, etc. could easily work on hawaii, too, but they would need a great reputation since it would be hard to sell face to face. anyone who focused on providing hawaiian only services could live in hawaii.

it won't overtake the bay area anytime soon, however, it doesn't need to. hawaii just wants to attract some more good tech businesses.
