Depends on priority settings.

Maybe. On Linux, every thread is a process, and vice versa. Context switches are very fast (sub-microsecond I believe). I've never felt the need to give any task any priority other than normal, since under Linux apps don't tend to starve out other apps (unlike Windows, where **** virus scanners seem to control your whole machine when they're running).
