Does one have a right to disturb the peace, merely because words are involved? To harass? To slander?

As for disturbing the peace and harassment I think I have all ready addressed them. I think someone should be able to say anything to you, but if they disturb the peace while doing it, or follow you around harassing you then that could be considered an attack on the public or on you specifically. I don't think the content of their speech should be controlled but they don't have a right to constantly barrage you with it. Death threats and slander are borderline cases as to whether or not they would directly be considered attacks but it is not totally unreasonable to consider them as such and even if they are not considered such I might be prepared to accept regulating them as a bow to practicality.
