Jeff: Well, to be honest, I saw nothing compelling in the press release. The devil may be in the details, which are "not yet finalized." Once the numbers are out, there will be more buying. Strange, though, that if the contract is worth $200 million, the stock is quietly higher after an hour's halt this morning. Could it be that the money is spread too thin over a number of years? Either there's more to this than meets the eye or you're right; they're morons. RS
