First, all treaties have to be ratified by the Senate. The President can sign what he wants but it's not a bona fide treaty until the Senate ratifies it. Now here's a blurb on the bill and why Clinton never sent it to the Senate-

During the summer, the Senate voted 95 to 0 to assert its
opposition to any treaty that endangers the U.S. economy and spares developing countries from constraints imposed on developed nations.

That's zero votes for the wording of the Kyoto Treaty. Daschele and Lieberman can whine all they like but they didn't vote to let it be passed.
