Daym, you're supposed to be a doctor and you couldn't have graduated high school in Illinois. I had to pass a Constitution test. The Senate has to ratify ANY treaty for it to become law. The Senate voted that the provisions in the Kyoto treaty could never be passed. Lieberman and Daschele even voted against it.
