M.A.D. only truly work between one or two large powers Yeah, with only one superpower, you just have T.A.D, Their Assured Destruction! Missile defense is a very expensive, technically extremely difficult and unproven (the latest test had the flight path of the target programmed into the interceptor), at best "nice to have" system. In an era of extremely limited military budgets, thanks to Bush's number one priority, tax cuts, it hardly seems a worthwhile first priority.
