I guess you'll just have to check ELON off your list of possible perfect solutions to a problem. In some instances, however, ELON could be quite beneficial by delaying expensive construction of power generation facilities that no one wants in their backyard. If there is not power, or not enough power, there will always be a problem. In Belgium, I believe, if you exceed your allowed peak use at any one time, the power shuts off. ELON could help regulate the timing of power usage to avoid such an inconvenience, by say... running the dishwasher/laundry appliance later in the evening.
ELON is not the only solution, just one that has advantages in certain areas. Clearly, if there isn't enough power to run the City's water pump, ELON is not the answer. What is?
