Dear Delbert, what you see as evading I see as my attempt to explain that any who takes one sentence and constructs a hard rule and ignores thousands of other teachings is a fool. My faith teaches that I should look at the words and find their meaning in the context of what my Lord thinks is correct in the totality of his messages.
One's entire life is picking and choosing what one things is right. If you cannot understand my rationale then I suggest you pray some more for God to guide you. I see your narrow focus in error. However in the discussion public prayer in schools in America our opinions matter not on what Our Lord teaches us.

Now Article 1 of the Constitution is about making no law that prevents one from expressing religious belief. If one or several wish time allocated and it does not destroy the functionality of a public place then I don't see a problem. If the majority of a local community want to do something that is non denominational as allowing a time for prayer I don't think the Constitution allows prohibiting it.

You have chosen an interpretation of some words and even if I accepted and agreed with your interpretation, other don't follow the words of Our Lord and they still could wish not to be denied the right to pray in public places.

I render to God what is God's and to Caesar what is Caesar's. Article one says I should not force my beliefs unto others, Congress shall make no law respecting an establishment of religion. It also says.
Congress shall make no law prohibiting the
free exercise thereof; or abridging the freedom of speech.

So giving children time for freedom of speech seems a very good civics lesson.
