Taxes were assessed in the early years of the Republic, according to the determination of the legislature, not the individual citizen. And, as I showed, service in the militia was obligatory until after the Civil War. After that, the right of conscription was never denied, although it was not always exercised.....You brought up things that were not at issue. I said taxes (generally) and service in the militia, which was different from the Continental Army......
