CARB goes after the rest of the marine engines:

boating-industry.com

NOBODY wants catalytic converters. Note the reference to the conflict between the engine builders and the boatbuilders. The engine builder provides most if not all of the exhaust system. But now there's more space required because of a cat, and that item requires it's own cooling system too. Packaging nightmare for the boat builders. Each marine engine would probably require multiple cat arrangements to fit in the various boats ($$$). What's the alternative? DFI. DFI probably adds $500 and the cat probably adds at least twice that plus the packaging problems. And as a boatowner, I want nothing to do with cats. Dangerous and easily damaged by water getting up the exhaust. If one engine builder goes with cats and the other goes with DFI, the cat user is going to be in big trouble. It will be interesting to see what Volvo and Merc decide. Crusader and a couple other small engine builders only make inboards (no sterndrives) and their volumes are much smaller.

I assume the reference to a "misfire monitor" is something like an oxygen sensor. This isn't a problem. They are compact, although I don't know how the platinum would react to water getting to it.
