Exempting the poor from the sales tax would not be a problem. Use of food stamps can automatically exempt a transaction. Or a sales tax credit card could be issued to qualified persons. No matter how it is to be accomplished, it will require a massive effort to manage, it will concern revenue of the internal variety. Gee, why don't we call it the Internal Revenue Service? It will have to have a rather large army of bureaucrats monitoring every transaction to insure compliance with the sales tax code; to determine and confirm eligibility for exemptions; and an enforcement arm to go after the cheaters and counterfeiters of documents used to avoid the tax. Yup, a federal sales tax will be a big improvement over what we have now. Especially if the studies are correct that dispute the 15% rate as folly and something more on the order of a 19%-23% rate will be required. The best part is that for whatever duration is required for the changeover, we get to have two IRS's at the same time, the OLD INCOME TAX IRS and the NEW SALES TAX IRS. Be still my heart. Two bureaucracies for the price of probably only three or four. Such a deal! Chas
