Whatever might have been in the past we don't have these obligations now and I doubt you would argue for their restoration. Even as a matter of custom or responsibility let alone a matter of a legally enforceable duty. In the past when we some did have such obligations then they would be obligation by custom or social pressure rather then ones of natural rights or contract. Why customs and traditions can be very useful, and I do not advocate throwing them out without strong consideration, I do not consider being born in to a society where they exist to be the moral or practical equivalent of signing an agreement, treaty, or contract.
