They invite a different member of the local clergy to give an invocation (sometimes it sounds like what you and I might call a prayer and sometimes it's more of a positive statement) at the beginning of the bi-monthly City Council meetings here in Huntington Beach. In this sense it's doubtful to seem "in your face" even to atheists or agnostics. Probably even gives people a good feeling about the diversity in their community. People need to sense a fairness in the process.
