This looks like him - but I don't know for certain. The MO is certainly very similar. I found the following at: miningservices.com.au

THIRD MILLENNIUM TECHNOLOGIES - HALOTECH CORPORATION
Offers to the exploration and mining industry a non-cyanide recovery process for precious
metals through the utilisation of halide lixiviants. Capable of vat/tank or heap leach
applications, bench top recovery tests show a minimum of +60% recovery of gold, platinum,
palladium and nickel from a simple 3-hour leach upon sulphide ores. Generally oxide ores
exhibit faster metal recovered with significant gold brought into solution within 10 minutes.
3MT/Halotech will conduct analysis and amenability tests on clients ores, and if positive
design and build pilot plants and JV its technology in a full production scenario.
Geochemistry: Bench scale leaching of 30 or 60 gramme samples also provides a unique
look for the first time of the total contained metals in a sample as determined AA or ICP
upon the pregnant leach solution
