Scott McClellan, a White House spokesman, said the response from Congress "appears to be an effort by partisan Democrats to score political points instead of working with the president to enact strong patient protections." But John E. Stone, a spokesman for Mr. Norwood, said the document reflected the concerns of Mr. Norwood, as well as the Democrats.

The Congressional response to the White House was developed by the authors of the House and Senate bills: Mr. Norwood; Mr. Dingell; Mr. McCain; Mr. Kennedy; Senator John Edwards, Democrat of North Carolina; and Representatives Greg Ganske, Republican of Iowa; and Marion Berry, Democrat of Arkansas.
