The general welfare, or common good, is not limited to whatever may touch the majority of citizens, but involves establishing a just polity. For example, a just polity does not allow its citizens to starve in hard times, but provides for those who are indigent. It does not accept squalor, if it has the means of curing it, but insists upon cleaning up bad areas, setting standards for housing, and providing common areas, like playgrounds and parks, for the less affluent. In general, it promotes human dignity and combats the effects of misfortune upon its citizens......
