When it comes to his outlook, Weiss is encouraged by the high level of investor pessimism. Though counter-intuitive, investor dourness often signals a market poised for recovery.

A closely watched survey, Weiss said, showed the highest ratio of bearishness to bullishness since 1994, the start of a period of big market gains.

"You have to get excited about that, or you have to think that the 1930s will return," said Weiss, who is betting against another depression.

Rallies "always happens when you least expect to see it," Mike Murphy, head of equity trading at First Union Securities, told CNNfn's Street Sweep.

Few people expect it soon.
