ARPU is declining: At the end of 2000, EMC says world average ARPU was $39.31, down from nearly $60 in December 1997.

I cant figure out why wireless operators cant seem to understand the implications of these two facts. The killer application for 3G spectrum is still going to be voice. Why in the world should they be seeing declining ARPU when 85% of their potential market is still untapped?
