As a matter of basic principle, human dignity and the general welfare trumps the assertion of individual rights.

I don't think I would agree, but I would say that practical concerns may in atleast extreme cases have to come ahead of protections of certain rights. If enforcing property rights caused millions of people to suffer and starve then maybe as a practical matter we could not enforce them so vigorously. But of course the reality (as you point out) is that protection of property rights leads to economic growth and helps the poor as well as the rich. So there isn't in this case a big conflict between important practical considerations, and considerations of rights.
