That may be your plan A. My plan A is focused on teenagers, who IMO aren't ready for sex. I don't expect to find 30 year old virgins. In fact, that doesn't seem very healthy to me.

Your argument for plan A is decency. That was the thinking when I was coming of age, that sex is indecent. Caused all kinds of problems. And it may work on a fraction of kids but not likely the majority.

I would argue, instead, that sex for teens is stupid, long term. I think that would draw a bigger crowd. I could also make an argument against casual sex at any age. OTOH, I wouldn't even try to make an argument against sex between adults exploring a potential lifetime relationship. In fact, I would encourage it.

I think that if you go for abstinence until marriage on the basis of decency you'll end up with a few decent kids getting married and a disaster for the rest.
