I don't understand why if a few are decent that spells disaster for the rest.

If you tell the kids that abstain that they're decent, the message to the rest is that they're not, which can affect their development into whole, healthy adults. If you don't teach the kids who are having sex how to reduce their risks, you'll have a bunch of sick and dead kids and an epidemic on your hands. I'd call that a disaster. I don't think it's smart or realistic to put all your eggs in the abstinence basket.
