A Davis spokesman when queried on the fact that the Sacramento Municipal Utility District and the LA DWP both were out-goungin Enron said that the Governor has expressed his anger at "the generators that wear cowboy hats" and that "just because other entities that are charging us more doesn't change the fact that we are getting ripped off by companies from Houston, Tulsa, Atlanta or Charlotte."

A fer instance was that Enron averaged $181 per mHw while SMUD averaged $330.

And newly released documents show that these companies charged less than the average prices paid by the state in the first 3 months of the year.
