There's a tunnel in the Niles canyon area.
In the wetlands between Alviso and Newark,
near Drawbridge (Pop. 0), cel phone coverage is poor.

Coverage in Fremont is good, and quite a few people
on the Amtrak from Santa Clara to Oakland use Ricochet.
Amtrak shares the tracks with ACE from San Jose to
just northeast of the Fremont/Centerville station.

I don't know about the Tracy/Livermore area.
