| God wills not out of His deficiency, but, as it were, out of His superfluity. The creation of the world is an expression of an exuberant overflow of Being, so to speak. Choices are dictated by the finitude of created beings, and the consequent need to stamp particular natures on each, and to coordinate the whole. In that sense, it is, indeed, limitation that forces choice in creation. On the one hand, a good deal of the choices made for this cosmos are arbitrary, from the perspective of eternity, however they may function as laws for us.
