I don't know that it's fair to judge European countries by US sensibilities regarding treatment of ethnic minorities. European countries are organized around ethnicity and language and have been for centuries. People of different ethnicities are considered alien. Europe has had wars between nations. The US OTOH is a nation of immigrants organized around certain principles, not ethnicity. In theory, at least, no ethnicity is supposed to be considered "other." The country invited immigration and we all belong here equally.

I don't know all that much about how minorities came to be in the various European countries. Partly fallout from colonialism and, more recently, guest workers and refugees as I understand it. I'm not suggesting that it's OK to treat outsiders badly, only that the outsiders in European countries may not have quite the same expectation of full integration that they do in the US.
