Why should, for example, a 23 year old couple who think they are in love and and who are beginning to talk about marriage wait until marriage?

I'm not saying they should, but if I might be able to make the argument for some of those who think they should without relying on the idea that sex is indecent. I would imagine one objection would be that sex can result in pregnacy even when contraception is used. (I know kids that are examples of this) If one is against abortion, and thinks that an effort should be made to only create kids in a family situation with two parents that that would argue against them having sex.

I think this is a better argument against casual sex then it is an argument against sex in your example. If a couple is in love and is commited enough to atleast think about marriage then there is a good chance they will stay together if a pregnancy results. Also while neither single parenthood, or having two parents who are not together involved in the child's life is an ideal situation, neither is the end of the world and the likelihood of conception can be greatly reduced if the couple is careful.
