When I said "most", I was referring to those that buy from the same stores that I do. That is, probably, not the majority of those on welfare, but there are still too many abusing the system, and the government is not doing enough about it because they figure it is "government" money, and no skin off anyone's nose. As we know, that fact is that it is taxpayer money. Millions, if not billions, could be saved if the government would do everything possible to stop Medicare fraud. On 3 different occasions, I have filed reports of fraudulent activities, costing the system unnecessary funds, provided documents to prove the case, and the fraud division of Medicare did, absolutely, nothing. IMO, there are too many small minded bureaucrats in control of programs that don't care a fig about throwing the taxpayers' money around, justified, or not.
