I could not disagree more.

And shut-down responses like that aren't helpful to determining what might be the best strategy.

Why do you think an indecency stigma would be most effective? Do you really think that some teenage boy with a hard-on would be swayed by a wink-wink stigma of indecency? Or do you think the stigma would mostly work on the girls, who would react by reducing the opportunities for the boys? Or perhaps send him off looking for a prostitute? How would you see that stigma playing out?
