Because it is a standard testing protocol, that was well known and by no means a hidden fact as the author claims. The beacon makes up for the fact that the radar systems we have in place today are insufficient and were too close to the launch site to be used in the test.

Additionally the GPS beacon only provides Gross Point Targeting, the 'hit to kill' missile's systems aquired the target and destroyed it on its own.

Meanwhile, about two weeks ago the Russians have tested a long range missile, which is believed to be designed to avoid detection of existing systems. This missile was designed and developed, long before GWB talk of a missile defence shield.

So the claim that a missile defence shield will cause a new missile race / escalation cant be true, since this is just one of the many numerous examples proving that the race is already on, and has been for some time.
