I think the Mexican truck deal is more clearly a case of sucking up to a constituency. I do not think to many people have ideological problems with Mexican trucks or actual think allowing Mexican trucks that meet US standards to drive on US roads would cause an explosion in accident rates. In Kyoto you have ideological disagreement and disagreements about facts in addition to any possible sucking up to constituencies.

So, I call that short sighted because the costs down the road for this grandstand play may be huge. I call it megalomaniacal because they seem to think they can get away with it. And partisan, because that's the rationale, not statesmanship. Now if that isn't bone-headed...

I mostly agree but I think that maybe "megalomanical" is going a bit to far... I suppose you would mean the first definition?
