Of course. But regardless of the consequences, and whether they should be free to fuck or not, the fact remains that they are in fact free to do it. Short of the most barbaric invasion of personal liberty, there is not a thing anyone can do to stop them. That is the case now, and has always been the case: sexual licentiousness was not invented in the '60s.
Quite true. I was a child back in that '50s (THAT dates me!) and I can remember several young unmarried girls who got pregnant. One was 13. The impression I have is that it was much less common then. The illegitmate birth rate then was a few per cent; now it's about 30%.
But, no, as "The Scarlet Letter" illustrates, even a sexually repressive regime won't entirely stop people from doing what comes naturally. Apparently societal attitudes can have a large effect on frequency though.

We can't make people stop. We can provide them with the information, reasoning capacity, and psychological strength to make intelligent decisions, and we can provide those whose decisions we think unintelligent with the means to minimize adverse consequences.
I wonder. At present we can't even reliably teach them to read and write and do arithmetic. And this is a very large step beyond that.
In theory we could implement your solution. In practice.....

We can't make the decision for them.
Then the present mess continues?
