JRH, it's probably true that we're seeing more enthusiastic support for Kyoto because many proponents know it won't go into effect, and they'll be off the hook. It's also true, however, that recent scientific studies show that global warming is more than just "noise," as you suggest. In fact, the dilemma Bush faced was that he couldn't find any well regarded spokespersons from the scientific community who were willing to argue that global warming was merely "noise" or that greenhouse gases from burning of hydrocarbons had little or no effect on global warming.

That's what caused the recent controversy. Bush hoped someone could argue strongly that it was all a bunch of baloney. Instead, not finding scientific validation for doing nothing or for scrapping the whole effort, he still essentially said he would do nothing. This is not constructive, nor does it instill confidence among other leaders that Bush knows what he's doing.
