Actually, I first came up with this idea years ago, when thinking about the king and queen of England. I figured that they needed to have sex to preserve succession to the throne, but that the Magna Carta (or similar) would certainly prohibit Phillip from putting his hands (or worse!) on Elizabeth. So I thought that the Royal Engineers had probably worked out some solution along the lines of what I mentioned.
