I'd say our criteria would be excellent as a requirement for adulthood. Not just for sex, but in voting, driving, and just being allowed out in public unaccompanied. I'd even be happy with such adults owning guns (although I'd still probably exclude myself on the grounds of other's safety... not that I'm a poor shot, just might be a volatile one).
