The capitalization will be 200M x 15 = 3 Billion if the price remain where it is. they did not "issue" new shares they just increased the amount they "could issue" should they choose to do so. so now the company can do a big private placement and take $$$ from investors and issue them shares. . . but until they do placement (or secondary offering etc...) there is no one to issue shares to (or reason for issuing shares) unless there are stock options to satisfy etc. . .
