I had a neighbor who was a lawyer for a large insurance company. She used to use this method when offering settlements. Amazing thing was it frequently worked and the plaintiff would take the second or third lower offer. What is weird was when she sold her house she sold it a good 10% below the market (transfered and didn't want to sit on it empty) which really ticked me off because I wanted to sell my house and it made my house worth less.
