What Gore tried to do was change the rules AFTER the voting was finished. This violates equal protection, the relevant statute and Art. II. End of story

This seems to me a very sloppy way of phrasing things. Surely whatever Gore did or did not try to do became moot after the FSSC ordered a statewide recount. Bush v. Gore concerned the legality of the FSSC ordered recount, not Gore's prior actions (except as they affected the recount methods). If you disagree, please explain further.
