All sorts of people present "costs" to other people. I believe we marched over THAT scorched earth with the seat belt discussion. Since we all impact each other and we ALL cause costs (just look at the cost of carpal tunnel hand wringing injuries for example, not to mention fat intake, smoking, drinking, legal abuse of prescription drugs, diabetics who fail to carefully manage their sugar intake, all the rest of us who eat so much sugar we become diabetic) costs is a silly way to look at things, except perhaps in the rare instance where children's lives are at stake. Then I might make an exception and say that costs, in that instance, should be looked at- but that's a silly illogical value judgment I choose to make. I certainly can't support it rationally.
