If SOI is a dead-end, SOI will indeed delay the regular 0.13micron process, because it will divert resources away from the 0.13micron process, and the chip design may also need to be modified.

If SOI is indeed a dead-end, the sooner it is recognized the better, because more resources can be brought to bear on the backup approach. However people's egos get involved and the plug is pulled later than it should be.

AMD should have verified SOI on a simple memory design already. If SOI can be verified to work on an existing K-7 design, that would be comforting, but typically the effort it takes to do something like that is huge and people like to skip that step. Then they endup debugging a new complex design on a new complex process which can be very painful.
