Its not an illusion if you mean some of government overspending is caused by welfare programs. It is an illusion if you are talking about the belief that all government overspending is caused by such programs. The US government (and most other governments) overspends in many different areas for many different reasons. In some areas the overspending is just a matter of spending money inefficently, in others it is spending money for no gain at all or spending money on something that is not a good idea for the federal government to get involved with in the first place or spending more money then is needed because some politican thinks he can get votes by saying he increased spending for X by y%.
