The fact is that among Presidents, Clinton never did well with voters - which is the only accurate measure of popularity. You'd have to go back to Wilson to find any elected President as weak. Clinton was the reason Dems lost Congress too.

As for job approval, that tracks the economy. It had little or nothing to do with Clinton's actual performance. Clinton made people feel superior, because most were. But they - the majority anyway - don't want an inferior man like Clinton making serious decisions for the nation.

Clinton would lose big to Bush in a two man race. Dems just have a hard time breaking 50%. Only Carter (barely) and Johnson have done it in the last 50 years. That's why they have all those illegal voters.

Bush is more popular than Clinton and people seem generally relieved to have adults in charge after eight years of foolishness, as David Brinkley said about Clinton.
