I don't think that this is correct. Intel's and AMD's CPUs clock speeds have quadrupled, in two years but ASPs went down. The top speed grade commands a price premium due to the exclusivity factor relative to the rest of the parts, not in absolute terms. SOI will (maybe) raise the clock speed of the entire production, just like each new stepping of T-birds gradually pushed them from 900MHz to 1.4GHz.

Shrinking transistors is a cheap way of increasing the clock speed. You don't need SOI to do that.
